Opponent Performance: Ryan Bizzarro

13 Years in Harrisburg — What Are the Results?

After more than a decade in the Pennsylvania House, Ryan Bizzarro has introduced and co-sponsored numerous bills and resolutions. However, a review of legislative records shows that many proposals were referred to committee, reintroduced repeatedly, passed only one chamber, or never became law.

While supporters often point to activity and sponsorship totals, legislative activity is not the same as delivering measurable results for Pennsylvania families.

Legislative Performance Overview

✔ Recognized Legislative Win

  • Animal Welfare / Libre’s Law Efforts
Bizzarro participated in early animal-cruelty reform efforts connected to Libre’s Law. This is widely viewed as his most defensible legislative accomplishment.

House-Passed But Not Enacted

These measures advanced through the House but were not law at the time of review:

  • HB 1963 — Disability advocate on PennDOT Medical Advisory Board
  • HB 472 — House-passed only
  • HB 818 — House-passed only
  • HB 1189 — House-passed only

Repeated Proposals That Never Became Law

Several proposals were introduced multiple times across legislative sessions without final enactment:

  • Same-day voter registration
  • Campaign sign cleanup legislation
  • Cyber education proposals
  • Electronic-device resale regulations
  • Gas and petroleum price gouging bills
  • Community paramedicine services legislation

Symbolic Resolutions vs. Actual Laws

Some items promoted as accomplishments were ceremonial resolutions rather than substantive laws:

  • HR 432 — Donate Life Month resolution
  • HR 61 — Erie Day resolution (co-sponsored)

These resolutions are symbolic recognitions and do not create enforceable policy or major reforms.

Legislative Record Snapshot

According to the uploaded legislative tracking summary:

  • 42 sponsored bills/resolutions tracked in the 2025–26 session
  • 17 substantive prime-sponsored bills reviewed
  • 0 enacted laws from the reviewed prime-sponsored bills as of May 16, 2026
  • Multiple bills remained pending, stalled, or died in committee

Bottom Line

After 13 years in office, Ryan Bizzarro’s record reflects a large number of proposals and press releases, but relatively few major legislative achievements that directly changed Pennsylvania law.

Many initiatives were:

  • Introduced repeatedly without passage
  • Passed only one chamber
  • Left pending in committee
  • Symbolic rather than substantive

Pennsylvania families deserve more than introductions and headlines — they deserve results.
